Those are humans.

My uneducated guess is that is indeed concrete/cement and whatever aggregate that they used to patch it up during the emergency. 

Conversely, since I don't know what the substrata is at that piece of real estate, it could be what the geology looks like below the surface rust colored soil.

That was an interesting read.

There isn't some idiotic Korean holiday or phase of the moon in the lunar calender or some relative's birthday of Kim Jong Un's or an anniversary of a battle where Korea triumphed over invaders coming up in the next month or two which would make for a great excuse to take advantage of the political upheaval in South Korea and the fact that the President Trump still doesn't have his cabinet in place?

I guess S-300 shipments are main reason for such stats, lol.
