Good question. Probably because heavens forbid the Army and the Marine Corps share a weapons platform. 

I still have a few friends still on active duty (I would have retired in 2008, but I got out after 15) that got to take part in the early FOA back in 2012/13. From the anecdotes I hear, this thing should have been given to line platoons along time ago.

So yeah, I know that HEAT designs have come a long way since the introduction of the M40 series of rifles, and that some countries like Austria in this case and Sweden had to design their own updates for the platform after the US sort of abandoned the design, but does 900mm of RHA penetration from a supposedly single charge warhead (or at least, no references of a double charge or anything of the sorts) sound really high for a 105mm diameter warhead to anyone else?

That's little over  an 8-1 ratio.  That's pretty advanced.  Last time I remember talking about it with Colli and Bronez, 7-1 was on the higher end of things I thought, so... yeah.  They are prolly doing somthing funky with the composition of the metallic cone part of the warhead.
