I thought it was outside Iraqi Kurdistan. It has a sizable Kurdish population, but its majority Arab with a large Turkmen pop too. Peshmerga forces "took" it in the chaos in 2014 and effectively governed it and some other "disputed" territory outside official Iraqi Kurdistan.
