You can be there's a japanese AFV recognition guide somewhere that says '4 guns, radar on back of turret, log = ZSU23-4'. The only serious thing you would have to due is put the gun and superstructure up over the troop compartment, and then there's just a few touches to make here and there. The way the commanders station sticks out from the side of the turret brings to mind the King Tiger "P" turret. Anyhow, the expression "artistic license" comes to mind.
