Basically it's a laser designator coupled with an inertial central.

The operator simply have to point the "rifle" toward the target, press the trigger and all relevant information are displayed on the backscreen or on the operator HUD.

The whole system weight a total of 6kg with an autonomy of 4h, the battery can be replaced easily the same way that you would replace a mag on a rifle (release, insert the new one and you are ready to go).

The advantages of the system according to the manufacturer are: Ease of use, lighter and smaller than a classical designator, doesn't need to be setup on a static position but can rather be used instantly and on the go.

What's up with the weird magazine holder? Some way to show the weapon is clear (combined with the chamber flag) while still keeping rounds on hand if needed?

Yup, it's Israeli doctrine to carry the gun chamber empty, no magazine inserted.

Soldiers take their weapons home, so for safety purposes they are not allowed to keep loaded arms.

But just in case of a terror attack or another urgent need to use the weapon, the magazine is positioned strategically for easy and smooth insertion. No carressing required.
