For me the relevance/date filter of search results disappeared a few months ago, it used to be in the upper right corner of the results list.

I just checked.  It still appears as an option for me when I search under "Technical Reports."

Interesting paper.  I was at one of those NDIA conferences a few years ago.  They are organized by a guy named Paul Curtis, he worked for General Dynamics and later on at Teledyne.
