AFAIK Object 195 radar was not much about ranging.

   Radar was intendend to be part of FCS. Information from radar station would have been processed and supplemented by thermal imager input. Man purpose of this thermal imager + radar system was to be target searching in bad weather enviroments, target detection and relatively easy "lock-on"/autotracking, quick measurements of all parametrs like speed, range (for shooting), and all this could have been automated (almost like on modern helis like Ka-52, Mi-28, Apaches, etc.), while FCS could track several different targets in the same time.
