I think this is due to just how fucked Joburg (where I work) will be if any of the drainage from the hundreds of shafts under the city makes it to the water table. I think in many cases it's worse than the possibility of tailings leaking, they're already leaking, and if they start leaking in another direction, or if the filtration system breaks down, large urban areas are hosed.
