I was honestly surprised that the militant groups could stage another large-scale offensive like this one in Hama.  Judging by the effects, the SAA and allies were surprised as well.

 

I agree that their intelligence on insurgent numbers, movement, and logistical base seems poor.  They wouldn't keep getting surprised like this if they had a clear picture of where the militants are and what sort of support they have.

 

On the other hand, the SAA and allies seem to be counter-attacking much faster than they did when they suffered setbacks around Palmyra.
