    Actually it is a well known idea used in "cells" armor developed by hydrodynamic institute of Siberian departament of academy of scince of USSR in 70s. http://btvt.info/5library/vot_yacheiki.htm

    ERA is another product. Creation of a welded turret or at least new turret requires a large ammount of "base resourses". A scientific "school" on welding and armour materials, it is not possible just to appear from nothing. And for example it was 40 years passed from t-64 welded (http://btvt.info/3attackdefensemobility/turret_welded.htm) turret to t-84.
