Well, Israel is being added to W:RD now. I'm not quite sure what to think.

Seems that way. The photo of it in neon is dated 2014, and there is another photo of the vehicle back in olive green dated 2015. Poking around a bit more confirms it has been repainted. Really, based on the other pictures in that link, it seems that this particular vehicle is no stranger to new paint jobs. Still think the whole neon thing was dumb though.
