Remove the flooring tiles, cut into shape the heating mats, add a power cord and heat sensor, and hook it up to a thermostat. Then re add the flooring.
Not very expensive at all.

Yeah. That is rather expensive.
The estimates I see are that it costs $10 to $20 a square foot to install the system (and up). And I don't believe that takes into account the cost for the flooring on top of that which you then have to replace (assuming you're remodeling). There are also concerns over the costs of repairing an in-floor system.
On top of that, modern heating systems in the US combine not only heat but air conditioning in their HVAC units. So the same heat ducts pushing heat in the winter will push cool AC in the summer. So having a heated floor, you're paying more for a redundant system. If you're going to have a redundant heating system, most Americans would prefer a pellet/wood stove.
There's also a concern over the cost of electricity in some regions of the US versus natural gas which can be a lot cheaper.
Which is why in the US if you see subfloor heating systems, they are normally relegated specifically to the bathroom, especially if folks prefer tile floors in their baths.

Given the price to retrofit in heated flooring - especially when water pipes are used - it doesn't really make sense.

Legalize drugs and these gangs no longer have much to fight over. Plus people no longer have to go to shaddy underground dealers to get some pot instead they'll just walk down to the local shop and buy which is a plus for everyone. We don't have a gun problem in America we have a Drug problem and a Gang problem. If you look at gun homicide statistics and factor out all the gang nonsense then gun homicide is truly a non issue.

An estimated 287,400 prisoners had possessed a firearm during their offense. Among these, more than half (56%) had either stolen it (6%), found it at the scene of the crime (7%), or obtained it off the street or from the underground market (43%). Most of the remainder (25%) had obtained it from a family member or friend, or as a gift. Seven percent had purchased it under their own name from a licensed firearm dealer.

State prisoners with no military service were more likely to possess a gun during their offense (21%) than prisoners who had served in the military (16%).

White (12%) and Hispanic (21%) state prisoners were less likely to have possessed a firearm during their crime. The Dungeness crab fishing boat, the Mary B II, capsized while crossing the Yaquina Bay bar Tuesday night in 12- to 14-foot seas, according to the U.S. Coast Guard.
The Coast Guard was able to recover one body, 48-year-old James Lacey, from South Toms River, New Jersey, with a helicopter. He was taken to Pacific Communities Hospital where he was pronounced deceased. A second body, Joshua Porter, 50, from Toledo, Oregon, washed ashore near Nye Beach.
