I guess it was more likely an SAA artillery strike. Anyway from this video we can't say.

   US Central Command reported a strike against al-Qaeda in Syria.

  A cruise missile destroyed a building north of the city of Idlib which was used for a meeting of Al Qaeda commanders and militants. "Syrian Observatory" [aka Syrian Kebabatory] reports 40 destroyed terrorists.

   The missile was allegedly launched from an American ship from the Mediterranean. Probably the Russian side was warned about this.

   Not sure about Russian side being warned.

I know it's SOHR but still interesting at least in one thing. According to the SORH breakdown of casulties in August 67% of all killed rebels and jihadist were of non-Syrian origin (502 of 748). According to the same report the number of non-Syrian fallen among the pro-government forces is 4% (21 of 521). More and more it's clear that those who fight the long lost battle in Idlib are mostly foreign jihadist who have no other choice than fighting to death.

   Local sources in the city of Qamishly reported that the American convoy consists of 150 trucks that drove through the Simalka border point, connecting northern Iraq with Syria in order to provide military and logistical assistance to the militants of the Qasad group.

   The militants "Kasad" and the Kurdish Asayish police continue their repressive practice against civilians, detaining young people with the aim of recruiting into their ranks, which causes discontent among civilians.
