Exact type of gun and ammunition is needed to evaluate protection. Agreed, it is not a very useful statement, but you see this sort of marketing statement all the time. How often do you see the statement that a vehicle is protected against 23mm armor-piercing ammunition? 23x115mm API is some pretty weak stuff. Simple really, hit something really firm at a high speed. Tank roadwheels are tough, but not invulnerable. Something like hitting a railroad track side on at speed may well cause a dent like that.
