Edit:

Second idea, a more likely one: they blast any radar systems looking for ballistic missiles with radar signal, drowning out the radar reflection from the actual missile.

To let the actual missile bypass BMD systems, because the decoy would be intercepted instead of the warhead. Decoys were commonly employed in ICBMs since the 70s.

I didn’t know anyone still had or used propaganda ammo. I assume it’s asking the other side to surrender, or would it have disinformation/ slander to demoralize readers?

Those ones on picture were fired at Azovstal in Mariupol, where nazis made a base and use as shelter for last 2 months, telling them to surrender.
